Community Services Block Grant (CSBG)
CSBG Information
As a program, the last time the CSBG was reauthorized was in 1998 (P.L.105-285). The American Recovery and Reinvestment Act provided additional funds to the CSBG. In FY 2009, Congress appropriated $700 million to the program.
CSBG funds are available to all 50 states, federal and state-recognized Indian Tribes, the Commonwealth of Puerto Rico, the District of Columbia and the U.S. Territories. Presently, CSBG activities and services are provided to over 95 percent of all U.S. counties through a network of private and public community agencies. 90 percent of funds must be passed from the states through to eligible agencies and up to 5 percent of awarded funds can be utilized for administrative costs. Applications are submitted annually.
The target population includes low-income individuals. These individuals can be homeless, recipients of public assistance, unemployed, persons with disabilities, non-custodial parents, individuals transitioning from incarceration to the community, and residents of public housing.
