The legislation prescribes a detailed plan for administering the Energy Refund Program in which states would be mandated to “co-administer” the ERP with the Supplemental Nutrition Assistance Program and utilize many SNAP procedures including electronic benefit transfer. APHSA has issued a letter to the Senate objecting to the House provisions and to the fact that the House included no administrative funding for the new program.
